Medicaid Expansion in Michigan – Timeline

On February 7, 2013, Governor Snyder submitted his FY 2014 budget proposal to the state legislature, which included expanding Michigan’s Medicaid program. The expansion is expected to extend coverage to at least 470,000 residents and save the state at least $1 billion over 10 years. Recent CHRT analyses have confirmed that the state will have similar fiscal savings and found that a strong majority of primary care physicians anticipate having capacity to serve more Medicaid patients.  However, the inclusion of the Medicaid expansion in the Governor’s budget proposal does not guarantee expansion. The expansion must be included in the budget approved by the Michigan Legislature.  The next steps include:

• The appropriations bills are introduced in the House and the Senate—February 2013
• The bill goes to appropriations subcommittees that craft recommendations for the full appropriations committee—March-May 2013
• The bill goes to the floor for debate, amendment, and passage—March-May 2013
• The bill is moved to the second house and the process is repeated—March- May 2013
• If the bill is not passed in both houses, it is sent to conference committee to reach an agreeable bill—May 2013
• Once the bill is passed in both houses, the Governor may sign or veto—June-August 2013
